PROPER Group Combined Services is a locally operated and proudly Indigenous-owned scaffolding and site-support business based in Gladstone, Central Queensland.

We provide scaffolding, edge and roof protection, temporary site fencing and transport services for residential, commercial, industrial, government and public-facility projects.

Our Leadership Team

PROPER Group Combined Services was established in 2024 by directors Jabez Kardum and Matthew Baker. Based in Gladstone, the business is proudly Indigenous-owned, locally operated and built around strong family and community values.

As Central Queensland locals, Jabez and Matthew bring a hands-on approach to the leadership of the business. Their shared commitment to respect, honesty and integrity guides how PROPER GCS supports its clients, workers, local businesses and industry partners.

Their vision is to grow PROPER GCS into a trusted provider of scaffolding and site-access services while remaining connected to the people and communities that support the business.

Work Health and Safety

PROPER Group Combined Services is committed to providing safe and healthy workplaces across all scaffolding, edge-protection, temporary-fencing, transport and site-access activities.

Safety is a shared responsibility. Our directors, workers, subcontractors, suppliers and clients are expected to work together to identify hazards, assess risks and implement appropriate controls before and during each project.

Our Work Health and Safety Management System supports the planning and delivery of our services through clear responsibilities, safe work procedures, worker consultation, training, supervision, inspections and ongoing risk management.

We aim to continually improve our safety performance through effective leadership, careful planning, regular monitoring, incident reporting, performance reviews and lessons learned from completed work.

Our objective is to ensure every worker has a safe and properly managed work area and that all activities are undertaken consistently with company policies, site requirements and applicable work health and safety obligations.

This safety culture applies to everyone involved in our operations, including employees, subcontractors, suppliers, visitors and other parties working at our sites, facilities or around our equipment and assets.
